REMOVE the language that presumes even illegal billboards to be legal if unchallenged for five years.

INSIST on only the advertisement of products that are legal for the whole population in this most public and unavoidable form of advertisement possible.

REINSTATE certificates of Zoning compliance (which were repealed in 1983).

ALLOW local governments to remove billbards in violation of local zoning within ten years of notification of noncompliance.
